Pamplona Spain (Running of the bulls) Recommendations

I know there are many seasoned travelers here and I'm looking for suggestions. My family and I (4 total) are taking a cruise that stops overnight in Bilbao Spain during the Fiesta de San Fermin in Pamplona, which is two hours away.

We'd like to take this opportunity to witness (NOT PARTICIPATE!) the running of the bulls. The cruise offers an excursion for $400pp that is way over budget. This is for early morning transportation, a balcony, and return transportation.

I am thinking of renting a car at the cruise terminal (there is an Avis location) on the 6th, driving to a hotel either in Pamplona or Vitoria (about an hours drive) and finding a balcony rental online.

Car: $75-$100

Hotel: $110 (Vitoria) to $500 (Pamplona)

Balcony: $75-->$150 X 4

Total: $485-->$1200

Has anyone done something like this? What would you recommend? I am leaning towards getting a good balcony location (higher $) and staying 1hr outside of town in Vitoria, which would put the price right in the middle. We're adventurous folks- we like doing things on our own or small groups.
