Tax considerations: Only an Asset Location decision?

If I'm understanding the Boglehead philosophy correctly, asset allocation and asset location decisions are somewhat independent ones. Asset Location decisions are focused on tax management. Asset Allocation decisions are focused on diversification and risk-tolerance.

But given a progressive tax structure shouldn't taxes influence Asset Allocation decisions as well? In other words, regardless of a wealthy individual's ability to handle relatively more risk, would he be foolish to ignore the effect of taxes when deciding on allocating his portfolio between stocks and bonds?
