Applying the three funds over several accounts

I have an IRA and a Roth IRA as well as two inherited IRAs. I also have an ordinary taxable account.

Would you take all of these accounts and treat them as if they are one account for purposes of deciding the allocation into the three index funds?

I think that I have learned here that bond funds should be in non taxable accounts. Is that correct?
